I’ll leave those fantasies for Willie Green.
Amtrak does run the Keystone Service from Harrisburg to NYC.
The question would be whether there’s an existing rail line from Scranton to Penn Station.

This is a replay of the same High Speed Rail scam that California taxpayers are stuck supporting.
But too many people miss its real purpose, which isn’t actually to get the high speed rail line built.
It’s purpose is to give government contracts to politically connected people. A way of stealing taxpayer money right in the open.
There’s a newer version of the this same type of tax theft, the “homeless-industrial complex”. Politicians have discovered that taxpayers never shut down phony attempts to “help the homeless” so an unending stream of money can be looted in this fashion.

How about a high speed rail link between Martha's Vineyard and the Hamptons? Obscenely wealthy “progressives” would love it.
Just for discussion’s sake, this is a pic of a train jointly built by American Car & Foundry and Spain’s Talgo, which was tested by the Delaware, Lackawanna & Western RR when they were exploring how they might institute high-speed passenger train service between Hoboken NJ and Scranton PA and possibly further westward on their network. Thanks to pro-highway government regulatory and taxation policies, this was not able to get too far; it was bad enough that such regulations were making the railroads spend all sorts of money to upgrade signals, infrastructure in general
ad nauseam. Photograph is circa 1954, at Denville, NJ. Just a glimpse of what could have been if the private sector was not stomped on by the Democrats and “New Republicans” (yesteryear’s RINOs).

There is, but Conrail abandoned the line from Port Morris NJ westward around 1979. NJ Transit was in the midst of rebuilding tracks to Andover NJ about 20 years ago, but they reallocated monies towards buying their fancy-schmancy double-deck cars.

Federal funds would speed up that build. They’d have to electrify the line for the run into NYC.
As for high speed rail... The current Acela runs at the same speed as the Northeast Regional. You might get 125 MPH... maybe.

New Jersey Transit has found enough money to begin to refurbish the Roseville Tunnel next year. The plan is to get to Scranton eventually, but the project is being handled incrementally due to the cost and the issue of building a money pool large enough for the whole project.

Yes, and ironically, Penn Station was not built to handle that level of commuter traffic, never mind intercity.
There used to be four additional passenger rail terminals on the Hudson River waterfront in NJ besides Hoboken, three being in Jersey City (Erie RR, Pennsylvania RR and Jersey Central RR respectively from north to south) and one in Weehawken for the NY Central’s West Shore RR. Used to be several plans to build bridges across the river to access Manhattan in the past as well, until the city council banned steam engines south of 42nd Street and the coast guard stipulated a 230-foot high water clearance for bridges over that river.

It'll never happen as long as attitudes are as they are today.
The NIMBYS and antis will fight it every way they can.
Utility providers tried to build a badly needed line from Quebec to southern New England.
They gave up a couple of years ago after the antis in Maine and New Hampshire fought to stop it.
Most of the antis are leftists.
They could have had clean hydro power from the projects in northern Quebec.
If this attitude had existed in from the 1700s to the 1960s, little of the present infrastructure would exist.
