From what I understand, most prefectures in Japan have higher age of consent, such as 18, and the age of 13 or even 16 only applies in some small out of the way non-civil organized areas where they have little population to pass different ordinances. The pressure on the National Government to raise it country wide has not been great because their local governments have already taken care of the issue in local laws.

Except Japan has an insular culture and foreigners would never be allowed to get away with such things - "legal" or not.
