Marriage is viewed as a luxury good.
When you lose massive amounts of benefits by getting married to the father/mother of your children, you will not get married.
I know quite a few couples who had a church wedding overseas, and no civil paperwork to back it up. They justified the flight to costa Rica as “It would cost me up to ten times more a year to get married in the US!”
