How does Oz make the point that if Lumpy is in the Senate that he will simply be receiving instructions on his computer from his puppet masters. His cognitive ability only needs to be at the level: Yea or Nay. Lumpy won’t be giving any speeches to the Senate. He will not be debating. All he needs to do is show up and vote the way they tell him.
