The FBI has been illegally spying on people since the 1930s. The FBI took my maternal grandfather into custody on December 8, 1941 and held him in Fort Abraham Lincoln in North Dakota without charges for over a year. Then they released him without any charges without explanation or apologies.
Supposedly the song wasn't about any one Clarksville, although Clarksville, Tennessee, claims it's about their city because it's near Fort Campbell army base (which fits the lyrics of the song).
Franklin Roosevelt cracked down after Pearl Harbor and the Republicans made a lot of noise at the time those considered “isolationists” were targeted by the US Justice Department.
After the mid-terms in 1942 things were eased a bit.

Well the Monkees are now a more endangered species compared to the Beatles. Only 1 Monkee left. “Hey, hey I’m the Monkee.”
At least while the TV show was airing, the Monkee’s war protests were pretty benign, essentially limited to one whole song, “Last Train to Clarksville.” The title refers to the city adjacent to Fort Campbell, home to the 101st Airborne Division, which served as a major component of the War in Vietnam. “And I don’t know if I’m ever coming home” was as close to “controversial” as their producers were willing to let them get.

As a kid (3rd grade?) we used to hang out at the drug store and eating the just-purchased candy out on the sidewalk. There was a door that led upstairs to some room above the drug store. I was always curious about that door and the narrow stairs I could see through the glass.
One time a man was unlocking the door to go in.
“Hey mister! What kind of business do you do up there?”
“Monkey business kid. Monkey business.”
Nobody trusts the FBI anymore.
