I think you're missing the concept of "heat" and "electricity".

Try going without either for three days some week in December.

Yep, the Kremlin tried that with Schevardnadze 20+ years ago. It didn't work. Instead, they had to invade Georgia.

Russian heat and electricity equipment from places like Taganrog and Belgorod craps out on its own in December, even when fuel is available. The result is cold Russians.
