No, the Speaker cannot vote - in their capacity as Speaker. If the Speaker votes he/she is voting in their capacity as the Representative of their district.
I don’t think he could, because he would not be an elected member to the body. There’s no precedence for a Speaker not being a member of the U.S. House.
Everything elicits a backlash from Democrats, if it comes from anyone other than a Democrat, or it comes from a Democrat who bucks the desires of the Democrat majority..
It seems to me that the people themselves are cheering Youngkin and are glad to see some common sense start to return to their state. The only ones that are upset are the power-hungry leftists and the school boards that are getting their butt handed to them. Also, the left may be afraid the new AG will uncover some of the graft and bribery that has been going on in the state so they have to try to stir up some hate.
On a side note, the majority of those commenting at The Hill are obviously paid trolls. Don’t read the comments. Or, my best advice, don’t read The Hill at all.
