A Tucson police officer has been terminated after he shot and killed a man in a mobility scooter who was armed with a knife, Chief Chris Magnus said Tuesday, Nov. 30.
Magnus said shortly before 6 p.m. Monday an employee at the Walmart near Midvale Park on West Valencia Road went to Officer Ryan Remington, a four-year veteran of the TPD, who was working off-duty security at the store.
The employee told Remington that 61-year-old Richard Lee Richards, who was in a scooter, allegedly stole a toolbox from the store.
According to Magnus, the employee and Remington followed Richards and asked for a receipt. Richards responded, “Here’s your receipt,” pulled out a knife and kept moving.

I can see 7 or 8 shots into the back of scooter guy, but 9? What kind of people are they hiring? Never mind.
I think back in the ‘70s the controversy was if the officer fired a warning shot before pumping lead into someone’s back who was running away, armed or not. If they did, then it was fine.
The cop is an idiot. He unloaded all the rounds into scooter guy’s back.
The warning shot was bad - because people completely uninvolved in the incident ended up dying from them.
Fire one in the air? No idea where it comes down.
Fire one over the perp’s head? Whoops, hope nobody was downrange.
Fire one into the ground? Whoops, ricochet and someone in the area is now down on the ground bleeding.
Really damn stupid.
Honestly, he would have been better off to dump all the rounds into the mobility scooter’s control box and then just sit out of knife range while laughing at the idiot stuck on the scooter. I’m all for shooting threats in the Tueller Radius, but... it’s a mobility scooter. You can low crawl faster than most of those things can go.

No way for the cop to know if it wasn’t just a lazy fat guy who didn’t really need the scooter or was using it as cover to steal. Granted, 9 shots in the back does seem rather severe.

The guy was in a wheel chair, wasn’t even out of it or facing them. I mean how mobile could he have been? (the was getting up but slowly)

The Tueller drill would not apply if the guy could not get up from the scooter. But he would still be a threat if you moved in closer, such as to arrest him. Tough call.
It only works if the cop was using a walker.
Gad. Just walk over behind the guy and tip the scooter over. Taze or Mace him.
But shoot him? Good gosh.
Certainly, but if he disables the scooter and stays out of the Tueller Radius - well, the officer will find out which it is and will have at least delayed the perp and retained a standoff distance.
Not saying that he absolutely *should* have shot at the scooter, just pointing out that there was an alternative target that might have been just as effective and far more hilarious. :P
Most hollow point ammo disintegrates when shot into the ground. There might be some minor splatter. But I agree you don’t fire a warning shot unless your out in the woods or such.
