Don’t know about anyone else but I’m somewhat leery of most any 18-21 YO behind the wheel of a big rig simply due to lack of experience. Would accomplish much more by simply squashing the burdensome regs already in existence.

A railroader friend of mine, now deceased, once told me, "Never stand between a railroad and a pile of money because you'll get run over."
Fixing the truck situation is fine, but rail can carry long, massive trains of double-deck container cars over vast distances. But adding new or longer sidings costs money, and Wall Street analysts tend to look askance at anything over the next five quarters that might lower the stock price or the quarterly dividend. This is why federal money would be nice to add rail capacity.
The second problem with rail improvements is the need for endless environmental studies that can take years or even decades. The feds need to put an end to all environmental requirements for the duration of the crisis. This is something that can be done now.
