I know your comment is sarcasm, but unfortunately there are far too many idiots on the left that believe exactly that. However, homeless and impoverished people should be held accountable for their actions. If they are mentally ill and unable to control themselves or recognize the difference between right and wrong, they need to be institutionalized.
I have a friend that spent 2 years being homeless due to circumstances beyond his control. During that time and despite sleeping on the streets, he was clean, well groomed, well mannered, law abiding and maintained his respect for himself and others. He finally got on his feet due to that mentality.
My favorite quote from him is: “Homelessness is no excuse for anyone to become human-less (less human).”

I can think of a couple of demographics.
This wouldn't have happened on my end of the state.
I stay as far from Filthadelphia as possible.
Other ferals weren’t going to do anything (the victim can be thankful that others didn’t join in), and non-ferals weren’t going to do anything, because they’d probably be charged with a “hate crime” for “oppressing” the feral.
The usual suspect:
Odds are the usual victim was a white woman.
Odds are the bystanders who refused to help her were black.
