It is pushed with an "Emergency Use Authorization". Lots of shortcuts. There a lots of adverse events occurring and the industry is shielded from legal liability. The safety is directly the responsibility of the vaccine producers. It does not fall on Trump for expediting the process.
The article author is pointing out that the vaccine covers a narrow set of antigens against the original SARS-CoV-2 spike protein. It is not a 100% knockout. The consequence is "vaccinated" people serve as a platform to filter and selectively incubate strains of the virus that are not knocked out by the vaccine. They get some protection from death while shedding virus to those around them. The more "vaccinated" parties, the broader the platform for incubating a "vaccine" resistant strain.
