The legal profession is self regulating. It is almost impossible for an attorney to be disbarred. The disbarment process is controlled by attorneys, not the state. They protect each other. Disbarment is either a political act (Richard Nixon for example) or occurs when an attorney is convicted of a felony and therefore becomes an embarrassment to the profession.
There are many unethical and incompetent attorneys licensed to practice law. The bar makes no concerted effort to weed them out. It is like the mob. You don’t rat on each other.
