AFAIK, Pence can break the tie on this vote. There may be some restrictions on when he can or cannot vote but they don’t apply in this case.

They shouldn’t abstain from the vote, they should LEAVE the chamber. Without them, the voting pool is 98, so the majority needed drops by a vote and 50 wins without the need for Pence.
The whole AWOL thing was based on a base commander not knowing a briefly visiting random Lieutenant whose plane had been decommissioned. Nothing more. There was never any evidence of him being AWOL, and evidence from others that he was not.

Were you a pilot? NG then. I had the 20th SOS at our Northern Launch Site. They flew out of Duc Lap to Duc Co then. I flew with the FAC, an AF Major. We had pilots who had flown every aircraft in the AF inventory. They flew UH1F’s. The FAC made O-6. He and I put teams into Cambodia and I made the decision on when to exfil. The AF NCO’s where great, too. Flemming got the CMH with us.
The records for the time were clear. There was no waiting list in the TANG for those who would volunteer to be pilots, in part this was because the planes crashed a lot (IIRC about 250 of the roughly 900 F-102As produced, were destroyed in crashes, mostly non-combat), with the situation being even more undesirable because until about year and a half into his training the units were being deployed on combat missions in Vietnam.

You ever serve even after Vietnam with Colin Powell? I can tell you he was given the most prestigious BN in the entire 2nd ID. He was afraid of his own Black Troops. Powell called Brigade HQ and asked an SF SGM I knew to to go to his BN at the DMZ area to put down the riots of his fellow blacks. Powell was a PUNK. I was BDE S-4 after the riots. I dead lined Powell’s APC’s as his motor pool NCOIC showed me the reports inspections that he did. Most NCO’s who see an SF combat patch on an officer’s right arm know he will listen. The damn army went to management by statistics back in 73-74.
Powell was trash who never saw combat or had a command in combat.
If you watched our troops invade Iraq you saw ill trained types who had no idea how to call in and adjust ARTY or air support.
