Is Donald Trump summoning his inner Richard Nixon? One could draw that conclusion from the Trump administrations recent announcement that it is withdrawing 2,000 U.S. troops from Iraq more than one-third of the total deployed which follows a similar statement on the exit of one-third of some 36,000 troops from Germany. That, in turn, followed announced troop withdrawals from Afghanistan in June, reductions from Syria, ongoing threats to remove U.S. troops from South Korea and implied threats to Japan as well if Tokyo doesnt contribute more to the U.S. presence there of some 50,000 troops.

The Nixon Doctrine, which emphasized limited and selective overseas commitments of US forces and greater reliance on our allies was similar to Eisenhower's New Look. In his famous speech at the Council on Foreign Relations in New York City on January 12, 1954, Dulles summed up the New Look when he stated, "the way to deter aggression is for the free community to be willing and able to respond vigorously at places and with means of its own choosing."
President Trump seems to be pursuing an updated version of this traditional Republican approach to foreign policy, which contrasts sharply with John F. Kennedy's pledge to "go anywhere and bear any burden," a theme that has run through Democrat administrations from Truman to Obama.
Incidentally, although Dulles emphasized that we would be selective in our commitments, the press dubbed his address the "Massve Retaliation Speech" because of his reference to "massive retaliatory power." You can read the speech here.
