Probably not, instead likely hooked up to a 120 v. fence charger. Fence chargers shoot about 1 second pulses that hurt and shock a lot but don’t kill since the subject gets a series of quick shocks but can jump away from the wire. Saves your livestock and prevents legal actions resulting from electrocutions.

you need a fence charger that delivers a minimum of 2,000 3,000 volts on the fence line. Voltage levels are impacted by vegetation on the fence line, length of fence, and type of wire.
