Probably not, instead likely hooked up to a 120 v. fence charger. Fence chargers shoot about 1 second pulses that hurt and shock a lot but don’t kill since the subject gets a series of quick shocks but can jump away from the wire. Saves your livestock and prevents legal actions resulting from electrocutions.

Just don’t pee on one.
They make chargers that work for up to 50 miles of fence. Enough shock to kill a horse. I sold some of them 30 some yr a go at a farm hardware store. Showing one off it bit me through the tester and I woke up a few minutes later.
Hope that guy wet down his grass around it for a better ground.
