“Housing should be collectively owned...” - said no one who has ever lived in public housing.
So if you teach for a college, you live in an apartment building owned by that college. If you are a doctor, you live in an apartment owned by the hospital. &c.
Some units are reserved as hotel rooms for visiting consultants, instructors, and contractors, and family members. One night in the city of HeiHe on the Russian border, I rented a room in the apartment complex owned by the local police department.
In reality, all work units are state-owned, so housing is all state-owned. It is communism.
When there are disputes between employees and employer, the employees are not only threatened with the loss of their job, and thus monetary income, but with the loss of their housing as well.
So this is what will happen here.

Good way to ensure there are NO rental units.
If they cannot charge rent, landowners will find other uses for their property. The first thing might be converting to business purposes and/or demolish the units if needed.
If rent cannot be charged, the landlord is better with an empty lot than a building full of slackers.

Forget living alone, they want to do that to couples living in what the Left sees as too-big homes. Taxing imputed income on your home is one of the talking points some Leftists try on this.

Property rentals is a business, which idiots like Ilhan Omar don’t understand b/c they do not understand Economics 101, only Marxist Command/Control Economics where the government lords over everything.
I have elderly relatives who own rental properties, that is their income, they are providing a service from which they earn a living. Period. They fight the rent control freaks every minute and types like Omar who wish to tell them how they can/cannot run their business.
They should be run out of town on a rail, tarred and feathered - instead they are voted into office by those who have the same beliefs, just as in Venezuela.
The Soviets created a shortage of government housing, it often too years to get a POS government apartment with centralized heating that may take days to weeks to heat, etc.
These large, blocked government apartments were used to to dispossess the peasants from the land.
We all know how it ended with the old Soviet Union - in disaster b/c the system went against human nature. Unfortunately a LOT of innocent, mainly White Christian Russians were liquidated before the system inevitably imploded, up to 100 million were killed.
We are going down the same path, no doubt.
The latest rent control clap-trap went down in flames last election in California - but the next election may be different. These morons never, ever give up.
I heard landlords on my local radio show say if the amendment passed, they were going to immediately convert their rental apartments over to condos, which (obviously) takes them off the rental market.
Then, the government can come in and build a few apartments for $600,000 apiece - as they did here for the homeless. Huge, massive waste of funds - and the homeless problem is worse than ever.
