Agreed. The vast majority of federal lands was never owned by the states to begin with. And yes, it should be sold to the states.
Take the Louisiana Purchase. It was a purchase by the federal government, thus the lands were owned by the federal government.
The land was then subdivided into territories and settlers were encouraged to move in. The homestead acts made legal the transfer of the land to many citizens. Local governments were formed and finally the governments requested statehood. Any lands not outright sold, given or homesteaded was retained by the feds.
“Giving it back to the states” represents a gross misunderstanding of history.
