Is it possible, Durham offered him the option to plead guilty to this lesser charge (falsifying documents) and NOT be indicted on more significant charges of conspiracy/sedition/treason in exchange for his cooperation in the probe...

The Feds RARELY give anyone immunity. Usually the best deal you will get is pleading guilty to an Information.
