The leaders are all caught in a box of their own beliefs.

They are responsible to maintain law and order 00- this is their job.

To do so, they need to end the violence. But talking isn’t getting it done. They need to employ stronger methods.

But stronger methods would be seen as racist.
And their political beliefs demand that any racist is EVIL. And they don’t want to be EVIL
The make a decision between their responsibility and their self-image.
They maintain their self image by finding some steps, any steps, that LOOK like they’re taking action.
The action they take is ineffective with respect to quelling violence but it LOOKS like they’re doing something.

And so, the fiction completes.

For the rioters perspective, all they know is “Law ain’t gonna stop us. Let’s go steal stuff. Let’s go break stuff.”

It’s pathetic.

I don’t blame the cops. Why should they risk their lives if the prosecutors refuse to prosecute the bad guys?

Seems like something is wrong with the system when the mayor can give operational orders to the police, such as "stand down".

The democrats have no intention of prosecuting this criminal behavior. They are promoting it. They are 100% supporting the violent blm/antifa rioting, and are therefore 100% responsible for everything blm/antifa does.
