To my knowledge Lothrop Stoddard was not involved with the Second KKK. He was definitely a eugenicist and had a low opinion about negro intellectual capacity. In the first part of the 20th century there was general concern among white people about the number of mental defectives and congenital retards that would have been naturally culled from the population in earlier times were flourishing due to advances in epidemiology and general improvement in living standards. This was not a hoax and the eugenics laws passed probably did reduce the number of these people in the general population. The individuals I know of personally who were sterilized should under no circumstances have been allowed to reproduce.
