Not a bad idea. Install a desalination plant, a water purification plant. Would provide irrigation and drinking water. ... Just do it on the USA Mexico border. Hell, could even provide electricity. Very interesting idea.

I also suggested an elevated high speed railroad with color power panels same yawn. </s>
