THE U.S. MILITARY HAS BEEN fighting in Afghanistan for almost nineteen years. House Democrats, working in tandem with key pro-war GOP lawmakers such as Rep. Liz Cheney, are ensuring that continues.
Last night, the House Armed Services Committee voted overwhelmingly in favor of an amendment jointly sponsored by Democratic Congressman Jason Crow of Colorado and Congresswoman Cheney of Wyoming prohibiting the expenditure of monies to reduce the number of U.S. troops deployed in Afghanistan below 8,000 without a series of conditions first being met.
The imposed conditions are by no means trivial: for these troop reductions from Afghanistan to be allowed, the Defense Department must be able to certify, among other things, that leaving Afghanistan will not increase the risk for the expansion of existing or formation of new terrorist safe havens inside Afghanistan and will not compromise or otherwise negatively affect the ongoing United States counter terrorism mission against the Islamic State, al Qaeda, and associated forces.

Nothing's restricted until Trump signs the bill containing this provision.
They can’t stop the President from withdrawing troops.
Can’t President Trump just redirect funds from some other project to do this drawdown?

Not really, if you made the soldiers buy their own tickets back home it would be mostly free.
But if we pay their way along with the tanks, vehicles, aircraft, support equipment and everything else it takes to make an Army, then yes it will cost to bring them home.
But there is a net savings. It will be cheaper to bring them home than fight the war from now until Hell freezes over.
I never understood the reasoning for invading that country to begin with. It was a Bush plan to keep the military industrial complex alive and well, nothing more. Low and behold, Lez Cheney, a bud of Bush, wants to keep it going. Gotta be a pay off somewhere in there.
My unit (within the 32nd Brigade) was mobilized for Operation Desert Shield/Storm in 1992.

Ok so let’s say the conditions they require for all troops to leave is met and they’re brought Home.......is Afghanistan in a position to prevent itself from Isis or other groups from setting up their bases there?

Rand’s amendment failed 60-33 meaning a lot of Dems voted for more war.

Aircraft carrier + bombers can deal with ‘terrorists’ if they haven’t already been killed. You don’t need to occupy a country and spend 50 billion a year to deal with this .
