In Texas, Dallas County Judge Clay Jenkins called on Gov. Greg Abbott to reinstitute stay-at-home orders and other strict measures to stop the spread of the deadly and infectious coronavirus as cases surge throughout the state.
In a letter dated Saturday, but released to the public on Sunday, Jenkins asked Abbott to reinstitute stay-at-home orders for a month, enforce universal mask-wearing and physical distancing through fines, limit events and reduce indoor gatherings to 10 people and outdoor events to 100, among a slew of other recommendations.

Jenkins has the authority to issue a 'stay at home' order himself.
But he does not want to get the pushback from Dallas residents, so instead he complains that Abbott needs to do it for him.
These various corona virus lockdown demands are becoming commonplace by DEMOCRAT leaders.
DEMOCRAT Gov Jay Inslee made a similar demand of Trump yesterday. Here is a comment from that posting—

I am so glad and thankful to the Lord that I moved 150 miles from L.A. to the Sierras 16 years ago. I’ve been back to that shithole for various reasons and it’s steadily and swiftly getting worse. All cities and urban areas are worthy of escape. I recommend and strongly advise everyone to do it immediately.
But they want to shift the blame to Republicans. Being a Democrat means it's never your fault.
Abbott needs to place the judge to stay at home order until he says he can come out (never).

No we are talking about DEMOCRAT leaders who are demanding that a Republican Governor in Texas and a Republican President issue draconian lockdown orders.
These DEMOCRAT leaders have the power to issue their own draconian lockdown orders, but they do not want to do it because they know the residents under them will pushback.
Jenkins needs to stay home. They need to cut his internet cable, and jam his cell phone.
