Oldham County is a suburb of Louisville, Ky. This article was written a few days before the Kentucky primary election. The article discusses absentee ballots that were returned, which have already surpassed the number of total ballots cast in the last two presidential primaries combined. This does not include post-publication ballots that trickled in or the nearly 5,300 who voted in-person on election day. It appears that Oldham County will have a nearly 50% turnout in the presidential primary. Oldham County has approximately 30,000 registered Republicans and 18,000 registered Democrats. Only (roughly) 5,300 in-person ballots have been counted, with Republicans casting ~3,800 ballots in-person and Democrats casting ~1,100 votes in-person for the presidential race (the numbers don't add up to 5,300 as there was a special election for a state senate race, which allowed for a few hundred unaffiliated voters to vote in that race only). Keep in mind that the current vote totals are probably only 15% or so of the total returned ballots, which won't be counted until Tuesday. Also, because of the China virus, Kentucky for the first time allowed voters to request absentee ballots by mail, which obviously increased voter turnout. Additionally, the Democrats had a hotly contested US Senate race, and the Republicans had a (somewhat) contested primary in the 4th congressional district (Thomas Massie). Finally, there was a special election being held for state senate SD#26 where the R received 4,100 votes and the D received 1,100 votes (unlike the presidential primary, which is closed, voters could pick either an R or a D in that race). I interpret these numbers as good news for Republicans. Mail in ballots could change my opinion. Anybody from Kentucky want to weigh in with "local knowledge"?

Early voting gives tactical advantage to the ‘Rats. They get a better fix on how many votes they have to manufacture. Take them by surprise and wait for election day.

The China Virus is going to greatly, greatly increase the number of absentee and Vote By Mail votes. This is natural. But I do think people will, in general, avoid the risk of election day voting when possible.

This is the traditional view, but not exactly correct.
In both FL and OH, for example, GOP always-—ALWAYS-—leads in absentee ballots. DemoKKKrats catch up and usually pass the GOP in “walk-in-early-voting.” (There’s a difference). Then on election day, over the past 2 presidential elections, Rs outvote Ds on election day. (In 2012, the walk-in-early-vote made the difference; in 2016, the absentee votes created such a cushion for Trump that walk-ins couldn’t overcome it).

There is a distinction between Absentee and Mail-in Ballots. The Trump spokesperson on CBS Sunday PM was totally inarticulate to explain the difference.
A person must request an Absentee Ballot. It is verified that that name is registered at that address before a ballot is sent.
Mail in ballots are sent en masse with no request from the voter and thus not even the pretense that the voter is alive and lives at the address.
Here in Fulton County Atlanta mail in ballots were allegedly sent to all voters. But only some voters saw those ballots. Did the Post Office fail to deliver some?
Was there incompetence or worse in the County Clerk’s office? As far as I know, the media is not curious to find out. Remember, when Kemp was secretary of state and vulnerable, the media knew it and let him slide and did not investigate anything. They accepted Kemp’s baloney of making Gary Cooley the scapegoat for bad decisions of Kemp.
