The House can deny a Senate recess. And they would.
Mitch McConnell is a rare example of a moderate, business-oriented Republican who got to Washington as a Senator and became more conservative. He has his faults, but, a clutch hitter, he tends to win when it counts.
A recess appointment is only good until the end of the term. So a few days at most if done after November elections. Plus it takes both House and Senate in recess to start the recess appointment clock.
In most of life’s endeavors, the best work is done with “relatively little fanfare.”

Rat vacancies dried up late last year as they are hanging on and hoping for Trumps defeat. When he wins there will be a bunch of new vacancies as the holdouts give up.
