I would say that statement is excessively optimistic - especially in a Democrat-controlled polity.
"Laws" seem to be remarkably flexible when the offenders are members of one of the Democrat's protected classes. In contrast, a store owner, a White male, a Christian will be consistently held to the letter of the "Law", plus every adverse interpretation that can be creatively applied by the authorities.
We see this over and over again. We are seeing it today.
That store owner best said nothing when he was taken in for questioning until his lawyer was present. And he had to pay for the lawyer. And his weapon was confiscated for evidence. He won't get it back. Good thing he has other inventory.

That was my first thought. It makes no sense at all to leave guns in display cases when a riot is on the horizon.

Think about it ! Fast mobility, a lot faster than being on foot.
Also, the mobility allows you to check out more areas during a single ride. A Multi-geared bicycle allows you to ascend any hill; the only noise might occur when changing gears.
Pedal power is quieter than any gas engine; it is more discrete .
Many bicycles being used in the area allows you to hide in plain sight.
Bicycle use along with a cellphone/ flip phone(->'burner') provides immediate status update (Comms).
Preference given to the flip phone due to being inexpensive,
and no need for apps and up dates (c/o 'Giggle') that look over your shoulder.
