This is NOT in response to the motion for Writ of Mandamus. This is the response to the court order to explain WTH is going on in this judge's court. It's all for DELAY, all for keeping the Gag Order in place so that General Flynn can't speak and provide testimony against Obama, Hillary and the Deep State.
They know they will lose, they are playing for time, any amount of time they can eke out.

At this point I’d serve a Notice of Deposition on the judge and a subpoena duces tecum for his corresponcence, email, and phone records - court and personal. Time to up the ante. See how far the federal judiciary is prepared to go to protect a rogue judge.

There is a path for Flynn to testify regardless of the outcome.
Trump signed an EO that allows him to recall any former military officer back to active duty. If he recalls Flynn, then he orders him to submit to a deposition and then, as POTUS, declassifies the transcript and publishes it to the world.
