This is not new. Iran has been using soft attacks for over 10 years.
Hacker culture in Iran dates back to the turn of the millennium. Ashiyane, an Iranian security forum still used today, was founded in 2002.

Iran cyber attacks are multifaceted due to sponsorship of proxy groups. Irans chain of loyal proxies religiously fight Irans geopolitical rivals with the funds, technologies and arms that Iran provides them with. They even have their own VPN.
To this day, the Iranian government uses hacker forums for recruitment whenever they need an emergency workforce.
Iran has been hacking Israel for years and has gone after infrastructure in the country many times. But the latest one is worse...they tried to, and almost did, hack into Israel’s missile warning system and the military had to scramble to stop it. Been going on for years.
