Since reading that, I have been dwelling on possible reasons for inaction, and without knowing more, it is all speculation.
I would think, though, that for anyone, these kinds of requests would raise a red flag.
I have long been of the opinion that the spying and plotting against Flynn by Comey, Brennan, and Obama began before Trump was even a candidate.
I speculated about all of this back in April, 2017 and it seems that it was mostly right - as many Freepers have been; here (”They Have Nothing on Him...”:

I've been saying since AG Barr appointed him to start an inquiry that he is the right man for the job. He has since turned it into a CRIMINAL INVESTIGATION. The dragging of feet means he is trying to dot every i and cross every t before recommending charges against some of the highest in the Deep State. I still believe this, as naive as I may appear.
If I'm wrong, you can tell me, "I told you so". That would make you feel righteous for a moment, but it will be the end of our Constitutional Republic. Then, all gloves are off. There won't be a "report" because he is not an Inspector General. He is a prosecutor and will file charges or not. That's his job in a criminal investigation. If I'm wrong, I will volunteer to be cannon fodder (70 years old) once the SHTF.

I’m a Navy vet also, by the way. I would not say ‘I told you so’ should it come to that. However, this is nearly end of May. The election is just over 6 months away. Anything Durham does from June forward will be seen as partisan to help Trump. The closer we get to the election, the less likely he will act so as not to ‘interfere’ with the election. Then, if Trump loses, the investigation (if there really is one) comes to a screeching halt. Durham has been at it over a year. How much more time does he need?

Ultimately, the responsibility to defend against government tyranny falls on all of us - but blaming each other for failure to do so - only divides us.
