By the way, if the victim had completely complied with the shooters orders, I doubt he would have lived until the police came. This guy was going to kill him either way.

It is exceedingly common for small pilfering to be happening in a neighborhood and for the victim not to report it to the cops. In some towns you wait hours for some indifferent cop to come out and basically ask what you want him to do about it. So lots of people only report theft to the cops if it will be something involving insurance.
