The highest law of Ohio, the Ohio Constitution states emergency laws necessary for the immediate preservation of the public peace, health or safety, shall go into immediate effect. Such emergency laws upon a yea and nay vote must receive the vote of two-thirds of all the members elected to each branch of the general assembly Article 2 Section 01d Emergency Laws

These Health directors or cabinet Secretary of Health which is what they call it in PA have been shown to be criminally incompetent. Even more outrageous than keeping business closed was what they did to those in nursing homes. What should have been the safest places to the most vulnerable elderly were turned into a killing machines by bureaucrats and governors. Did they send covid19 infectious patients into nursing homes to recover from hospitals purposely to kill nursing home residents? The power to murder through incompetence can never be omnipotent.
When did DeWine jump the shark?
