Correct, gator. These actors represent two Soviet bureaucrats trying to maintain that the events at the plant were not really that big a deal. They are speaking, in this scene, to Dr. Legasov, who is portrayed (correctly, I am assured) of being the lone voice against the Party Line and who eventually testified against these two and the control room supervisor.
(I just finished a quarantine bingewatch of “Chernobyl”.)

It’s a miniseries. I believe it was carried by HBO, and is now found on Amazon streaming and on disc.

This rumor had caught the attention of our Public Health Department and she was involved in putting a stop to this nonsense. In times like this, the last thing we need out there is misinformation. I asked her to prepare a short statement for the purpose of this update. Ive pasted it below.
The sheriff was right, she did NOT have the disease but she posted to Netflix as though she had it.
Nope, she claimed to have beaten coronavirus when she did NOT have it...
The school district superintendent asked his buddy the sheriff to lean on the girl to suppress information about the virus being spread at school. Didn’t matter that the virus WAS being spread at the school all that mattered was to keep that delicious Average Daily Attendance money flowing!
