OK. I get that. But my question would be about HIPPA. She had a medical test, how does the school know the result? How do the police know the result? They shouldn't know anything and they should not be in a position to say "She's not sick, her test was negative".
I'm not sure, but maybe she basically said "My test was negative, but I still think I have COVID-19" I really can't see that as inaccurate or illegal.

When the administrator called the hospital and asked how many active cases of Covid-19 there were in the county and the hospital said zero, the administrator knew the girl was in error based upon the faulty test given.
The docs told her they believed she HAD the China Virus but was past time when testing would pick it up.
She stated she “beat” the China Virus.
She simply repeated what the drs told her. Tell me again why the State has a case?

No, all tests performed by this hospital have come back Negative.
Can the hospital assert there is not a single case of COVID-19 in the county?
Absolutely not! How could they possibly know that? Certainly there could be cases of which the hospital is unaware.

Because she was warning the other band mates and their families that she had Covid-19 and inferred the they might too. The administrator would argue that he is merely trying to reduce panic. He could have used a less heavy handed method.
Here’s what she said:
“I am finally home after being hospitalized for a day and a half. I am still on breathing treatment but have beaten the coronavirus. Stay home and be safe.”

The cops reason is that he’s an authoritarian, and he didn’t like what she said. He thought it would be destructive to the community. And he’s never heard of free speech. Simple as that
The nature of democrats is to exert as much power as possible over the public. The virus situation is a great opportunity for democrats to exert their power over the public. It’s like a feeding frenzy for power. Many democrats will have a hard time giving it up.
She certainly would have gathered wider national attention and perhaps improved her negotiating position.
The authorities appear to be thinking this was an instance of "yelling fire in a crowded theatre".
She did warn her classmates but she was told by her Drs that she previously had the China Virus.
She did nothing but pass along what she believed perfectly truthful information from the most reliable of sources.
The State, if they even bother to go to court (which I doubt) will lose badly. They will settle.
