To: House Atreides

The opinion cited allows the President to convene a Congress.
President Trump is trying to do the opposite, adjourn the Congress.

You need to cite an opinion or ruling allowing him to formally adjourn, not convene.

I hope there is such a court ruling.

There is discussion in the ruling cited, but the conclusion only refers to convening.

Article II, Section 3 of the Constitution provides that the President may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper.

This power has never been used before in our history. It was put in specifically in case of a out of control congress.
Do you think that this congress is out of control? I do. Its been out of control since last summer...or last election.

I just google it and found this within a NYT article by UPI.

WASHINGTON, Sept. 22 (UPI)—The president is empowered to call Congress back for emergency reasons. But can he send lawmakers home when the legislative mill bogs down?

The answer is yes—but only under, certain unusual circumstances. These conditions are so limited that a President has never exercised the power to adjourn Congress.

The Senate Parliamentarian, Charles Watkins, said today that under the Constitution the President might adjourn Congress “to such time as he shall think proper” in the event the House and Senate were locked on an adjournment date.

It’s plain enough:

Article I Section 5

Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days

Article II Section 3

… in Case of Disagreement between them, with Respect to the Time of Adjournment, he [the President] may adjourn them to such Time as he shall think proper, …

BOTTOM LINE

Since Democrats hold the House of Representatives, they can prevent the Senate from adjourning long enough for the President to make recess appointments. But, if the Senate wants to adjourn, and the Houses doesn’t, the President can intervene to adjourn Congress.
