This story has disturbed me for 48 hrs +. Why the hell did he either 1) write such a ridiculous memo and/or 2) how was it leaked to the entire world within 24 hrs.
The guy looks like a Pajama Boy.
How does such a derp rise to such a position in the Navy? This isn’t like just a bad hire, lots of people have fingerprints on this.
I have a photo from 1954 of Lemuel Shepherd, who was then Commandant of the Marine Corps, taken with my father when he was stationed in Korea. Gen. Shepherd has a very serious expression on his face.
No way this position of importance was given to such a drama queen. Something else going on, but I just don’t buy this story.

I 100% agree. He either is a complete moron (which has its own issues) or he is a scapegoat for something else.
Navy leaders were quick to praise the captain for bringing the dire nature of the matter to their attention. They brushed away suggestions that he could be punished because the issue became public so quickly.
"This is exactly what we want our commanding officers and medical professionals to do," Modly said.
"We're not looking to shoot the messenger," he added.
For all intents and purposes he was. His career is over and he'll be quietly but firmly encouraged to retired if he's too stupid to take the hint.

#3. Losing sight of the big picture. Yes the Pandemic is serious but not as serious as our Nation’s Defense.

This man was given command of a weapon of war, a symbol of the power of the United States of America!
There is a program, in all Military Services, that weeds out people who are in the front line of our military. It is called “the Human Reliability Program.”
Perhaps not in rank, but in responsibility. An example would be the pilot of a nuclear bomber or the Captain of a nuclear submarine or a commander of a nuclear ICBM silo.
The program calls for fellow officers or enlisted men or women to report a suspicion of diminished capacity to do the job or hold the responsibilities mentioned above.
The reasons could be marriage problems, gambling or drinking problems, financial problems, etc. Any instability due to any or all of the above issues must be reported..
This Captain wrote a letter. The letter was, somehow leaked to the press. In that letter he removed all doubt that he was unstable, and unfit for command.
He may have been concerned about morale, rather than his command of a Ship of War.
What does cashiered mean?
As close quarters as you are on a carrier, I’m surprised it not 1,000. My berthing space was perhaps 16 by 30 and held about 50 sailors.

The guy has 5000 officers and men to draw on with a lot of operational experience including a full medical staff headed by a medical officer.
Sounds like he didn't even hold a meeting in the wardroom to develop a diagnosis of the problem he faced, immediate actions to be put into immediate effect, expert assistance and supplies required and a plan for continuing operations of the platform in the event of an operational contingency.
Instead he just panicked and scuttled his command.

Wow! That picture was from France starting the notorious “Dreyfus Affair.” A pox on the anti-semitic frogs.
Sounds like he had no solution to the problem and was sounding abandon ship. I cannot believe that a conference with his XO, division officers, the CAG, and his department head could not have put together a plan of action.
Having read his memo in the San Francisco Chronicle, I disagree. It was concerned with both the fighting ability of the carrier, as well as the health of his crew. Several times in the memo, the Captain made the point in no uncertain terms that if necessary the ship would embark with even sick sailors, fight, and do what it could. He did point out that the ability to fight the ship would be compromised with more and more sailors coming down with Covid-19, but they would most certainly try their best.
Nothing in the memo had anything to do with embarrassing the President. It appeared to me to be an entirely appropriate request to Navy command for assistance from with an extraordinary situation that he simply did not have the resources to handle on ship or on shore. He was very concerned that there was absolutely no way he could quarantine sick sailors, prevent others from being infected, or even identify those who would become sick! I got the impression the test kits hed been provided (most likely from Asia) were ineffective as sailors who had been tested negative with those tests they had would become symptomatic within three days.
But, if he did indeed leak the memo to the San Francisco Chronicle by email, as alleged, then it is appropriate that he be relieved of command for revealing a situation that affected his ships ability to respond to orders, fight, and be effective.
