Small easily retooled facilities located in each state. Some states have more than one based on geographical size and/or populatin.

Let me count the ways. 1) An experimental $15 minimum wage would be good wages down there. 2) Trump transfers all the Puerto Ricans at Rykers Island there. 3) He appoints an economic Tsar to oversee the entire islands economic development-good preparation for a POTUS candidate(Hispanic). Last it prepares the island for total independence.

No. Bring production back to the USA proper. Many lives depend on medications and we whould be self-sufficent on such an important commodity.
