Tag all illegals with an RFID chip and give them a permanent tattoo before deportation.

In the sandbox we were retina scanning the terrorists for a while. Not sure if that still goes on. A nice scarlet letter with “I” on the forehead might work.

injects a new civil-rights issue into the debate about immigration policy.

I know there are people who will think me small minded, bitter, evil; but there is a fundamental question which seems to be avoided most of the time. Do non-citizens have fundamental civil rights within the U.S.A when they are outside of it's borders?

If we are taking the swabs while the "immigrants" are at the entry points, as far as I am concerned, the civil rights people can go hang themselves.

Retina scanning, input into BATS, then tracking them for the rest of their stay in our facilities, with a lifetime record created for use by Federal authorities if they somehow end up in the U.S.A.

Yes, we still scan.

“...which is sure to face court challenges, injects a new civil-rights issue into the debate about immigration policy...”

Only in the United States could that concept be pursued by complete, utter, totally brainless idiots and get a serious hearing in the courts by like minded individuals.

In California police are required to collect DNA from everyone arrested for a felony and it goes into a permanent database. Required.

Why should foreigners breaking our laws have more rights than California citizens?

Let them argue against that.
