My exes former boss was an Argentinian MD who was here in The States working for an NGO. She and her husband had a teen-aged son who was diagnosed with brain tumor. Did they send him to Sloan-Kettering? Johns Hopkins? The Mayo Clinic? No, they took him to Havana. He died. Maybe he would have died anyway but I bet he would have lived longer at a US hospital.
