Publish the service in the legal ads in her hometown newspaper. Wait the prescriptive amount of time and then go to court. Lardass won’t show up and Tulsi will win her suit by default.

They can, but they would only do that at Cankles request. So then the judge could rule that a sufficient attempt was made to serve her, and then after that if Cankles ignores her court appearance, the suit will go to a default judgment. So she has nothing to gain by continuing to ignore the server.
How do you refuse? You are served as soon as they try to hand it to you, and if you don’t pick it up, in a fair world, a judge would crucify you.
I was sued, and if I had refused the service, the judge would have ruled against me for not showing up in court.
