BREAKING: Senate Majority Leader McConnell Lays Out Ground Rules for Trump's Impeachment Trial

Senate Majority Leader Mitch McConnell (R-KY) on Monday released a resolution laying out the ground rules for President Donald Trump's impeachment trial.

Trump's team and the House of Representatives have until 9 a.m. on Wednesday to file any motions. The exception being motions to subpoena witnesses or documents. All responses filed to any motions have to be in by 11 a.m. on Wednesday.

The trial will begin at 1 p.m. on Wednesday. The House will have two days to make their case for impeachment but their time allotment cannot exceed 24 hours. After that, Trump's legal team will be given two days to make their case and again, that cannot exceed a 24 hour time period.

Once the president's team finishes their presentation, senators can ask questions but they are limited to a 16-hour time frame. There will then be a 4-hour argument split between the House and Trump's team. Deliberation will follow. At that time the Senate will decide whether or not to subpoena witnesses or documents.

If the Senate decides to allow either side to subpoena witnesses, the witnesses will undergo a deposition and then the Senate will decide if those witnesses will testify.

Once the deliberations are concluded the Senate will vote on each individual article of impeachment.

In the brief his attorneys listed several other instances where funds were paused:

In September 2019, the Administration announced that it was withholding over $100 million in aid to Afghanistan over concerns about government corruption.

In August 2019, President Trump announced that the Administration and Seoul were in talks to “substantially” increase South Korea’s share of the expense of U.S. military support for South Korea.

In June, President Trump cut or paused over $550 million in foreign aid to El Salvador, Honduras, and Guatemala because those countries were not fairly sharing the burdens of preventing mass migration to the United States.

In or around June, the Administration temporarily paused $105 million in military aid to Lebanon. The Administration lifted the hold in December, with one official explaining that the Administration “continually reviews and thoroughly evaluates the effectiveness of all United States foreign assistance to ensure that funds go toward activities that further U.S. foreign policy and national security interests."

In September 2018, the Administration cancelled $300 million in military aid to Pakistan because it was not meeting its counter-terrorism obligations.

I guess essentially the argument they make is if the House votes to say, oh, I don’t know, fund the Sandinistas, for the Executive to stop that goes against the Act that was passed in the 1970s. As far as I recall Reagan didn’t stop their funding but countered, as I am applaud him for doing, funding the Contras.

The font is so small I can’t read it.

That is very easily fixed. The easiest is just to do a CTRL (and) + . This will expand the whole page, but it is quick (CTRL and 0 to reset back to normal). The other and more permanent fixes involves setting in your browser and settings in the DISPLAY area .

The Impoundment Act, but if these were funds released on quarterly apportionment and the funds were released in their designated quarter, then there was no illegal holding.
