I’m assuming he is primarily running ads in Super Tuesday states. Instead of wasting time on retail politics in Iowa, New Hampshire, and South Carolina, where everyone else has a head start, he is using his biggest advantage by spending a crapload of money to try and buy Super Tuesday states. Steyer is trying the same thing.
