House Democrats did not actually (AFAIK) articulate which law Trump has broken.

I’ve been digging into relevant laws, and coming up with ... nothing.

There is a law obligating the President to issue spending according to Congressional allocation, do so before end of fiscal year, and may only “delay” spending up to 45 days to persuade Congress to rescind the spending order.
There is nothing declaring the President must actually send a request to Congress within those 45 days. Unless Congress does rescind within those 45 days, President is obligated to carry out the spending. Presumably President may use some, even all, of those 45 days to determine whether/how to request rescission from Congress.
There is no criminal penalty for failing to adhere to either the 45 day or EOFY (September 30) deadlines.
If President fails to commence ordered spending within 45 days, the Comptroller General may (!) proceed to file civil suit compelling the spending; the filing must be preceded by notifying Congress 25 days in advance (starting _after_ the 45 days).
The spending in question was delayed 48 days. Hence, 45 days was blatantly “legal” (the delay is expressly allowed), and 3 days was squishy “legal” (nothing says President _can’t_ delay past 45 days, only that civil action may commence against him after 45 days).
House Democrats, rather than initiating the Comptroller General civil suit for compelling the spending, started thrashing toward impeachment - over a spending delay which was legal.
BTW: The end-of-fiscal-year deadline (September 30) was explicitly extended by Congress on September 19. Original date partially missed, but the extension had already been enacted.
Ergo, Trump was impeached in part for ... acting within the law.

The witness was Charles Kupperman, a deputy to former national security adviser John Bolton. Other than Bolton himself, Kupperman is one of the officials most likely to have direct knowledge of an alleged quid pro quo involving aid to Ukraine.

The FISA Court is corrupt, also. They got requests for warrants which they did not issue but gave the seditionists the roadmap to acquire them, regardless of truth. That the FISA Court has not taken any real action to deal with the criminal behavior tells me they are as corrupt as the seditionists.
