Chicago cannabis coordinator lays out do's and don'ts for legal weed in 2020

CHICAGO (WLS) -- In Chicago, Paul Stewart has been given the job of cannabis coordinator and he spoke exclusively with ABC7 Eyewitness News to lay out the do's and don'ts of legal weed.

All 11 of Chicago's medical marijuana dispensaries will add recreational sales starting on January 1, 2020. Most are located on the city's North Side. For now, the 11 dispensaries are the only Chicago retail stores where people can buy pot legally.

Lines are expected on New Year's Day, and there's a very real possibility of a supply shortage.

"As it related to larger shortages, if that occurs we will work closely with the state and operators ensure minimal impact here in the city," Stewart said.

Medical marijuana patients will always have priority, to ensure any shortages don't prevent them from getting the medication they need.

Stewart said the biggest challenge for the city is to educate residents about the do's and don'ts of marijuana consumption.

"You can only consume cannabis in private locations," he explained. "You cannot consume cannabis on the public way, on streets or sidewalks, or public parks." Police will enforce the law if you are caught in public smoking pot. Expect a $50 fine for the first offense, and $100 for the second.

The city of Chicago held an open meeting for persons curious about the ins and outs of opening and running a legal dispensary. Several hundred people showed up, but not a single one was a “person of color.” At least one black aldercritter threatened to block all pot facilities unless POCs were represented. So expect nonwhites to be courted and subsidized in the marijuana business, with the usual fraud and criminality to follow.

So what will be the difference between ‘legal’ weed and illegal weed? Yes I know that the legal weed will have had taxes paid on it, but won’t that open up opportunities for those selling the illegal stuff? Kind of like people in Boston rejected the taxed tea for the untaxed and smuggled stuff.

On the contrary, every dollar spent in a legal store will be a dollar not given to criminals. (Of course, the lower the taxes the more such dollars there will be.)

Illinois has signs at its borders warning against bringing in untaxed cigarettes into the state. I can’t believe that the illegal sellers will just fold up their tents and disappear—especially if they can sell their untaxed weed at a lower price than the taxed weed.

Any info as to how things have worked out in Colorado and California?

Boy, from "open up opportunities" to "not disappear" from one post to the next ... you make John Kerry look steadfast and unwavering. Not to mention that nobody said a word about illegal sellers "disappearing".

I could well be wrong. I don’t see the “non-legal” sellers going away and they may well be able to undercut the price of the legal weed because, of course they won’t be paying the taxes that the state is charging.

In any case, once weed is legal in Illinois in 25 1/2 hours, how is anyone going to know if the weed in one’s possession is ‘legal’ or not? Everyone in Illinois who is a user right now has been buying from a local dealer, who of course is breaking the law.

If the ‘illegal’ sellers can supply a decent product at a lower price, why would their customers switch to the authorized sellers? That’s why I asked about what the marijuana business is like in CA and CO. Have the legal sellers driven out the illegal sellers or are more people than ever indulging?

There is the problem of the fact that rightly or wrongly, marijuana is still illegal under Federal law. If one indulges, one becomes a prohibited person in regards to firearms possession.

Illinois is just a couple of miles from me. It will be interesting to see how it all shakes out.

Ha ha ha ha ha! Every day on the freeways of L.A., cannabis is smoked. You can smell it. (I’m pro legal cannabis but people shouldn’t smoke/vape and drive)

When I drive into Chicago for work at about 6 am the entire west side from 25th Ave to Western Ave reeks of it. Entire neighborhoods are doing the wake and bake.

I don’t know Chicago so I don’t know if there is ethnicity in your driving area, but here in LA it’s everywhere regardless of neighborhood. And in my neighborhood (theoretically upscale), there are more dispensaries than Starbucks.

To stay on the right side of the law, and get a product regulated for noncontamination.

Again with this straw men. Illegal sellers remain, but are losing many millions in sales to legal stores.

There was at most a modest increase in use after legalization.
