Arrests of people crossing the southwestern border have plummeted by 75% since May, marking one of the most dramatic drops in recent history and a sign that policy changes by the Trump administration and Mexico are reducing migration to the U.S.
U.S. Customs and Border Protection said Monday that 33,510 people were arrested after illegally crossing the border in November, marking the sixth straight monthly decline since May, when 132,000 such apprehensions marked a 13-year high.
The majority of those apprehended last year were families and unaccompanied children from Central America, nearly all of whom surrendered to border officials seeking asylum in the U.S. An unexpected surge of such migrants in the spring of this year created a crisis as the federal government proved unable to process them efficiently in safe and healthy conditions.
Of those arrested in November, 9,000 were traveling as families, according to CBP.
Border arrests typically decline this time of year and rise again in the spring when temperatures warm. Even so, the May-November decline is the biggest in absolute numbers and second biggest by percentage of any six-month period this century. The last few months of the Obama administration and the first few of the Trump administration saw a 76% drop, starting from a smaller peak of 47,211.
This is a direct result due to this presidents strategies to address the historic flood of Central Americans, families, illegally crossing the border, acting CBP Comissioner Mark Morgan said at a press conference Monday. The network of initiatives have worked and continues to work.

This is far from seasonal variation - it is a dramatic sea change.

Changing the asylum rules, getting safe third country agreements in place, instituting the Wait in Mexico Policy, and getting the Mexican Military out in force turning back migrants and blocking caravans; has totally transformed the situation.
The San Diego super barrier is on track to complete next month - crossings there have dropped over 90% at the last report. The next two biggest corridors (RGV and Yuma) are already contracted for barrier, and construction is underway (should mostly finish during 2020).
About half the length of both Arizona and New Mexico's borders with Mexico are already funded and contracted for Trump-style Wall System, and the whole Arizona border is funded and contracted for Integrated Fixed Tower persistent surveillance. Several powerful technology programs have shifted into full scale deployment, and Military surveillance support (like Predator drone missions) have ramped way up, and have been organized to operate on a standing basis going forward.
Catch and release has fundamentally ended. Only a very small minority of exceptional cases are allowed to enter the USA while their cases are pending, the great bulk are now returned to Mexico (or other countries), mostly the same day. "Family units" from Central America have dramatically dried up, and the largest component of illegal crossers is once again single Mexican men - but those numbers are way down from the Summer as well.

Also, you can see that the "normal" seasonal effect is not large, and not consistent. Other factors play larger roles.

The Remain in Mexico plan affects single adult males, single adult females, and family units.
Who is not subject to the Remain in Mexico policy?
Those who arrived at the U.S./Mexico border and were placed into removal proceedings prior to the policys implementation (i.e., it is not retroactive);
Unaccompanied children;
Mexican citizens or nationals;
Individuals who are processed for expedited removal;
Any person who is determined by DHS to be more likely than not to face persecution or torture if returned to Mexico;
Individuals with known mental or medical health issues;
Individuals of interest to the U.S. or Mexican government or those with a criminal history or history of violence; and
Lawful permanent residents returning to the U.S. or individuals with advanced parole.
