Someone should get him on record identifying the clearance level of the phone call. I am of the opinion that Presidential conversations require TS/SCI clearance which is far more difficult to obtain than your standard TS clearance.

I cannot think of any situation where a LT Col would be allowed to make that kind of decision on his own. He knowingly went outside the Chain of Command.
