My beef will always be that ownership should be unrestricted and reciprocal for all states. Anything less is ridiculous.
Any other laws should be based on an imminent danger to society....
27. Michigan
Not much legislative activity to speak of in Michigan, which isnt necessarily bad news. Michigan receives 7 points in the CCW category thanks to fairly strong Shall-Issue process. The states Strong Use of Force statutes earn it 10 points, which could come in handy in Detroit, home to the highest murder rate in the nation. The state receives full points in both the NFA and Black Gun columns but, somewhat surprisingly, registration of handguns is required. (2018 rank: 26)
Yeah, we're going to have to work on that.

The only reason for a concealed carry laws is to trump up more charges on people they can’t charge for anything else. PERIOD>

Without further comment. Last night cleveland browns game shows why you should have a gun. That happened with TV cameras rolling. Full out curb stomping and weapon available...helmet... madness

It would be interesting to see the detailed point ratings for each state, but I don’t see them at the link. Do you know where to find them?

PA is very gun friendly, although Act 79 requires gun surrender to the authorities. (A final PFA, protection from abuse, and you lose your gun rights.)
In the minds of the citizens — those living clear of Pittsburgh and Philadelphia — a gun is a common and useful tool.
I’m often tempted to move to one of the nearby states, and then...they’ve limited the gun rights, but not the crime rates. :(

44. Maryland
Several anti-gun bills were introduced this year in Maryland, but fortunately all of them died upon adjournment. Carry permits are extremely difficult to obtain in the states may-issue framework, but there is the option of appealing a denial to a five-member review board. Since the board was actually doing its job and issuing some permits, the legislature tried to have it disbanded. The states governor vetoed that bill. Permits to purchase a handgun are required, and Black Rifles are restricted. Somewhat surprisingly, the state gets full points in the NFA category. (2018 rank: 44)
I had to take a 4-hour course with a "final exam" (the exam being qualification on the range) in order to be issued a "license" to purchase. The licenses are issued by the State Police. The instructor was a pro-2nd Amendment retired cop, and he kept the content interesting. Some interesting points:
- Purchasing a handgun requires you to get it registered - unless you lived in Maryland before 2008.
- Unless you have a Concealed Carry permit (Maryland calls it the "Wear/Carry Handgun Permit (WCHP - which by the way is almost impossible to get)", you are absolutely not permitted to carry your loaded handgun outside of your house. So if there's a threat say, in your front yard, you have to wait until they break into your home before you can grab and point your loaded weapon.
- If you put down someone who has broken into your house, you'd better hope that the perp has no family. Why? Because you can get sued by a family member for injuring or killing their "loved one"; thereby having to spend $5,000 to $10,000 defending yourself in the lawsuit.
- Transporting your handgun to and from the range requires that the gun be unloaded and stored in the trunk (it's against the law to have a handgun in the glove compartment or in the storage between the front seats).
- If you have a hatchback (i.e., no trunk), you MUST transport your handgun in a state-approved locked case.
- Inexpensive handguns (so called "Saturday Night Specials") are strictly outlawed. So if a working Mom with kids wants to purchase a handgun for protection, it has to be new (e.g., $500-$1,000) or used (e.g., $300 - but not less than that).

However no restrictions of gun ownership by gang members; they can do what they want.
