One way to solve this (or at least make it more difficult to cut through) is to make the slats hollow and put steel rods inside the hollow slats that rotate (they could be suspended and rotate freely).
When they cut through the slat they would hit the rod. The steel rod would spin and be very difficult to cut.
Of course, you could counter this by locking the hanging, free-spinning rod and then cut through it.
It's an arms race.

A better way is with sensors to detect when the wall is being sawed through.
Send a drone or military forces to the point where the sawing is happening.
Shoot and kill the person doing the sawing.
End of story.
