My senses also tell me he is a lying functionary who has voluntarily become an embarrassment to his uniform.
Our military, like every other aspect of of government, has been successfully penetrated by internationalists, Vindman being a sterling example. When I look at Vindman my creep factor reaches the danger level.

This LTC’s BIO makes little sense to me. He has 10 years active duty where he was Infantry. I’d say he went through the IOAC (Infantry Officers Advanced Course) after 6-7 years and he went through CGSC (Command and General Staff College) 8-9 years or so. He may have made Major at best in 10 years. These political affairs types I do not know about. Maybe a retired field grade can fill us in. I turned down CGSC in 75 and left.

No, he should have made Colonel if he was good enough to be in the White House. Only the very best get those assignments. The fact that he was there in spite of not graduating from West Point says that he did very well along the way, but stalled at his level of incompetence. Now we know why.
So, either way he’s topped out then? The pension bump for additional years at O-5 isn’t nearly worth staying instead of taking his 20 pension and another job. He’s only in his early 40s
He could have only made Lt Col under Obama and Obama’s butt kissing officers who made up the promotion boards for Lt Col. Having read a lot more about him, he seems to be just a step or two away from Colin Kaepernick in his hatred of America.
