So, when the GOP had control of the House under Obama and all their bills died in the Harry Reid Senate, did this dumb human complain?
Both parties do this....pass bills that, if voted upon, can be used as political weapons against the other party.

The GOP kept passing a repeal of Obamacare just to get Democrats on record so opponents would have something to campaign upon.
The GOP never intended for those bills to pass.

This was the Dem argument during the Clinton impeachment, but now they seem to be OK with that.

Amazing how those ended as soon as Trump was elected, isn't it? All they could manage was a rejiggering of Obamacare and they couldn't even get that passed.
But back to the original question, what legislative progress is McCarthy talking about?
That is exactly what the leftists do...right there. They couch their pet ideas and legislation in terms that make them sound so obvious, so attractive, "How could anyone oppose xyz...???"
But you have to read the fine print. I can't find this particular bill online and I don't have the time to do a deep dive to find it right now but... I'll guarantee you that while "making facebook ads safe" might be the feel-good message behind it, I'll bet you a good dinner there are other far more onerous aspects to it and/or other potential consequences (intended or not) and precedents it would set (probably bad precedents).
It is never as simple as "those mean old Republicans want to hurt xyz." No, that is just spin and manipulation coming out of the leftists. Lying POS - all of them.

Good politicians on both sides should work on things they know will be bipartisan to move the country forward. I don’t see this ever happening again given the current political climate.

I agree. But that is not necessarily a bad thing. Remember, the American people are in their greatest danger when Congress is in session, and are at their safest when it is not.
